PL- rules are the organisation's, DE- the treasury's. The policy check applies them after the built-in rules, on every plan; a block sends the plan back to the agent, an escalate takes it to the CFO, a warn is shown to the approver.
Only the administrator imports and publishes the rules; the workbook can be downloaded to read.
Download the workbook of the rules in force, change it in Excel (add, edit or remove rows on the sheet rules; the sheet how to explains the columns), and import it. The whole sheet replaces the rules in force when published. Every row is checked; a workbook with a bad row is refused with the rows named, and nothing changes.
